This isn't in RT yet.  After the city status map workaround fix in 
auto_arrange_workers this is the only "problem" that's left.  The status 
map is being updated before the city changes hands, I think.  It's not 
in RT yet.

This one is in RT (PR#6425).  I haven't looked at it closely enough yet, 
though.
