It hardly cheats. It can see all of the map, and the hard AI also cheats
by being able to set research to 100% even at the start.  However, it
will hardly be able to beat you.  unless AI is very close initially, a
good player catches up with it before 2000 BC, with less than 10 techs
researched.

I think that's a good idea.  But the idea of "levels" isn't;
configuration variables should actually say what they mean.
