        Getting enough gold to incite cities should be done by evaluating the
incite costs and expected gains, not by randomly storing a lot of gold and
then looking for a place to use it.

        Stealing tech should be driven by the profit ratio as well.  If we know
that chances for success are drastically reduced (defending diplomats,
already stolen from every city on smaller maps, etc), we should not bother
stealing tech at all.
