Few comments (since the mostly concern README.AI, I cc it to ai list):

This is done intentionally, it is not a bug and is a 3-line fix if
anyone ever shows that it isn't needed.

These (expected number and the variance) are trivial to compute (I done
it a few times) and if anybody ever needs them, ask me. No need to
rediscover the bicycle.

This is done as a part of ai_can_fly patch. Not fully, only for
refuelpoints + targets, but this is easy to extend, if needed. It is the
latest part that I'm dubious about.
