Not necessarily... a router using Network Address Translation (NAT) would
provide "private"  (non-routable) addresses, but there's nothing that says
a router must provide non-routable addresses on the local side.  It's
perfectly possible and reasonable for her to have a router and be using
multiple routable addresses and no NAT.

(Not saying that's what she's got, but that you can't make an assumption
about what she has based on how many IP addresses she's using.)
