You can only tell the type of processor from within 9x. Go to the properties
box for the computer system, by either right-clicking on 'My Computer' on
the desktop, or double-clicking 'System' in the Control Panel. The
information on processor type is on the 'General' tab, in the lower-right
corner.

I've noticed this about new windows machines. I was looking at a friends
laptop, and I couldn't find cpu speed/type anywhere! One solution (probably
not the optimal one, but a solution nonetheless) is to download and install
some benchmark software.
Try SiSoft Sandra, which you can get at tucows:
