That is not always true.  Winmodems were invented before the Pentium was.

I deal with customers all the time using Winmodems (even some 56k
winmodems) in 486 machines with Windows 3.1, etc.

In fact, an IBM MWave modem even comes with DOS drivers.  (YUCK!)

PCI Winmodems would pretty much require a Pentium, though, as there are
very very few pre-Pentium PCI motherboards (I have a few of them, tho. :-)

USR Winmodems I believe work in < Pentium machines (I know the early USR
Winmodems do).
