[aclug-L] Running a server for various games...How do I do it?

I have a number of games for Linux that run with a server and client, like 
FreeCiv and XPilot, but I wanted to know what the recommended speed would be to 
run a server.  I have a 56k x2 but don't have a constant IP(is it called static 
or dynamic?)
Which brings me to two questions?

1) Would I need a cable modem to run these games?
                    AND
2) Isn't there a program for Linux that allows you to have a permanent 
connection to the internet?  And, I think that would get your ISP POed.
