Static = same
dyamic = changing

Road Runner, as I understand it, prohibits the running of servers on their
network. I could be mistaken.
However, you don't NEED any specific type of connection to run a
server--it just depends on what kind of server it is and how much traffic
you're getting, just how much bandwidth you need.
For a 2-4 player FreeCiv game, your current setup is fine. I don't have
any idea what XPilot requires.

I'm not sure what you're asking here... You don't use a program, really,
to have a permanent connection. You just never log off.
