Don't be surprised at that... the dual-IDE controller is a relatively new
thing.  Pick up an old machine, especially pre-PCI, and you're likely to
find a single-IDE, if it has built-in controllers at all.  This being a
pre-CDROM-in-every-machine machine, I'm not surprised at what you found. 

I'm also not surprised that the design of the case is a mess...
mass-market computers used to be built with (apparently)
non-upgradeability in mind.  These companies would rather have you buy a
whole new machine than modify the contents of the box...  they've gotten
much better about this kind of thing recently.
