I use Internet Connections (cottagesoft)  They've supposedly got 56K, I only 
have a 28.8!   8-(  $20 a month gets you 5 email accounts, 5 meg of webspace on 
their <Linux> servers, and unlimited traffic.

Occasional busy signals around 9pm, but a few retries usually gets a line.
