What you need is a program called "sox".
Usage is fairly simple...
sox filename.snd filename.wav
*should* accomplish what you need. You may want to rename it to .au
first, if that command-line doesn't work. sox is included with most
distributions, but if you can't find it, the manpage says that the
latest version is at http://home.sprynet.com/sprynet/cbagwell/projects.html.
