I have seen this before.  Sounds like a bad cpu or a device has a bad short.
1.Make sure the cpu & memory is well seated. 
2.Do you have brass standoffs between the mobo & case?  Back the screws 
out a 1/4 turn on the brass standoffs.  Might be metal to metal contact 
causing a short.  I have seen several of my friends who want to put a pc 
together and forget the brass standoffs.  Fried their mobo. :-(
3.Unplug all cdroms & hard drives.  Just have the cpu & memory plugged 
in.  Does the pc bootup then?  Do you have more than one stick of ram?  
Boot the pc up with one stick of ram or try another stick of ram.

I know how frustrating it is to troubleshoot pc's like this.  I have 
seen where I have moved the old cdrom & hard drive to a new pc and then 
it wouldn't bootup.  Usually the offender was the old cdrom and that is 
cheap to replace.

FYI--you can take a hard drive with linux loaded to a new or different 
pc and it will load the new drivers for all the devices on startup and 
works great.  You can't do that with windows.  ~Anne
