That depends on the nature of the binary file. What is the file extension?
If it's a *.tgz or a *.tar.gz, you'd use 'tar xvzf {whatever}.{t|ar.}gz' to
decopmress the file. If it's a *.rpm file, you don't decompress it, you
would install it with 'rpm -ivh {whatever}.rpm' or something similar.
The CD not ejecting is probably due to the fact that your installation
automounts the CD when you put it in. You can't eject a mounted CD. Use
'umount /dev/cdrom' to unmount the CD, then eject it.

How do I deompress a file that is binary? In Mandrake 8.1, where do
I put the file in order to use it? BTW, I am having problems w/ my
CD-ROM. When I am in KDE or Gnome, the CD-ROM will read current CD, but
I cannot get it t eject the drive. Mandrake is usng the correct driver.
What is going on?
