I have a system that has an ATX interface plate (you know a plate that has
the USB & PS/2 ports that take up a open slot backing)

The ribbon cable is very short and there by this plate blocks a PCI slot.

Is it safe for me to use a standard ribbon cable (say from a 40 pin IDE
cable) and lengthen this cable to reach down six back plates so that it is
on the bottom of the case and not on the top of the case?

Or are these cables short for a reason??
