xinetd or configure.xinetd?
For xinetd, just enter /usr/sbin/xinetd at any prompt, and it should start.
You will see it in the ps list.
For configure.xinetd, you must be in whatever directory you decompressed
the gunzipped Bucktooth tarchive to. Then,
perl configure.xinetd
