i think you mean..
   equiv_range     =3D "Player"

i think i tried this a long time ago & it didn't work for
building special units.

the freeciv engine assumes it's playing the default ruleset,
it doesn't handle different rulesets well.  This is one reason
for rndCiv - to try to push for the engine to be more generalised.
