That are the rules. Yes, any player should respect the rules (and having
a computer as a playing environment ensures the (human) player does.
But a player apparently going to dominate "the world" gets - IMHO -
annoyed soon to handle each single step. I think, in a later stage
freeciv should offer a higher abstraction to interact with the game. One
of this abstractions could be an auto-distribution of a set of spies, or
a single spy that performs this action in a sequence of turns.
