I checked the rulesets again.
The russian and ukrainian rulesets are OK, they do not
contain cities form Romania or Moldavia.
In the hungarian ruleset, the following cities are in
Romania:
"Nagyvárad"-Oradea (The romanian correspondent)
"Arad" - Arad
"Déva" - Deva
"Kolozsvár" - Cluj
"Temesvár" - Timisoara
"Marosvásárhely" - Tirgu Mures
It is possible, though unlikely, that other cities in
the list are in romanian territory too, as i do not
posed an extensive map of the old empire. Should I
send the corrected hungarian.ruleset in the same tiket
with the romanian?
If the romanian ruleset integration goes well, i will
consider writing a moldavian and a bulgarian ruleset.

I agree, then i will try to send a historical romanian
ruleset and the old hungarian ruleset should also be
corrected from modern to historical.

This may be true in some parts of the world, but here
it remains a matter or debate. The ideea of
associating modern nation and state led to ww1 and
ww2, Bosnia and Kosovo conflicts, Transnistria,
Cecenia, Macedonia hot zones, mass extermination of
jews and gypsies in ww2, mass emigration of germans
from Poland, of hungarians from Transylvania, ethnical
cleanings of romanians and serbians in Austro-Hungaria
etc. Take present day Romania, is has a nation called
Szeklers entierely without state, in Transylvania
there are about 2 milions hungarians and germans in a
population of 7 milions.
There are romanian speaking nations without their
state, like the aromanians, istro-romanians, 500.000
romanian speaking in Ukraine, 4.000.000 in Moldavia.

I would sugest the historical nation should have all
the cities that were inhabited by that nation at any
time, until present time, so that two historical
nations can have the same cities. Example: all
Transylvania's cities were inhabited by Hungarians,
Romanians, Saxons and Szeklers, then all these nations
are entitled to share the same cities, but on a
historical ruleset each.
