This is hardcoded in the code currently. That (the hardcoding) will be
changed in the next major release and will be changable from the ruleset
through the events framework.

Not that I know. I have written some test rulesets with this, but nothing
that I have tested extensively enough to warrant wider distribution.
Note that the AI is currently severely handicapped when extensive building
requirements are used - but once a good/popular ruleset appears with this,
I can try to fix the AI.
