there has been no 64-nation limit for a couple of months. I believe the
limit now is 65000 nations :) Continuing innovations in nation dialogs are
fixing the screen space problem. As for adding nations, this is now
possible.

As has been pointed out many times, Mordor and Dunedain are among the most
popular nations on the public servers. I might add that it's just a game (I
don't see the Romans using tanks either :) When I play, I pick nations with
the coolest flags. A matter of taste.
