Suggestion to developers: leave the hard-coded 64 nation limit if you 
must (and you probably should, because there is only a finite amount of 
screen space available for the chooser), but load it with 64 randomly 
selected nations from all that are available on the server when the 
server is started up.

Clearly, it's not going to be possible to keep everyone happy so long 
as there is a limit.

IMO, almost certainly.

Best to be safe.  If it is a geometric pattern it shouldn't be too hard 
to create.
