I think your idea is interesting, but the best to stop smallpox is add some
things from Civ3. Especially Worker/Settlers division and upgrade costs of
settlers to 2 citizens. In this situation you can't build new cities so
quick and it's much more important to place city in good place. 
It is only teory, but in close future we add publish LoD rulestes with
workers/settlers division (of course with new units picts), and it will be
able to check.

Yes, you have right. Again some rules from Civ3 should help.

I don't fink we should add all rules from Civ3, but some of them are great.
And I'am very unhapy than nobody is intresting to add them, but maybe I
learn more about programing and I will have more time, and than... who knows
;-)
