I like this idea also, both the units-need-buildings and the double-
research-bonus-and-cost parts, and possibly the
unit-support-costs-more-tax-bonus as well.

One minor hitch that occurs to me is that it looks like more or less all
units would be veterans, which removes what I think is a fun aspect of the
game.  Maybe an additional building to produce elite land, sea, or air
units would be needed.  Then you could still have the veteran stealth
bomber pilot, and the cannon fodder stealth bomber pilot :)
