Yes, that's why these buildings are rarely useful. Luxuries and
entertainers work out to be just about as good at curing unhappiness. The
biggest issue comes at higher difficulty levels, where you may only get 1
content citizen, can't change to entertainers yet, and luxuries may not be
effective due to low trade point generation levels in that specific town.
In that case, you build a Temple, and forget about it.

This is actually good, I think. It allows you to not worry about
how large a given city will grow, knowing that it will hit the limit
eventually. Simplifies planning, and all that. Managing Trade and
Production is somewhat easier than managing Trade, Production, and Food.
