God forbid !
Submarines are already invisible, and I was talking about something
similar. When unit tries to enter tile with submarine/spy, hidden unit becomes
visible, and that unit doesn't make a movement, nor loose any mps.

Why city walls ?
Unit in fortress should have vis = 2, and fortress will be made much more often.
