As explained in the above, Literacy does not a measure a player's state
of technological development.  It does provide an indirect indication:
if Literacy > 0, the player probably has some cities on autobuild,
which probably indicates that his empire has grown too large to
micromanage; so indirectly, it is a measure of the player's overall
development.  AI interferes this, of course: it *chooses* to build
libraries.
