[Freeciv] Selecting Nation

Hello Paul,

Seems like none of my criteria for selecting a nation is one of
the option in the poll.

1. Flag easily distinguishable from other players
2. 3-7 leader names to choose from
3. Short leader names, mostly single word
4. No punctuation marks in city names
5. Mostly single word city names, not derived from common words like for the 
Sioux
6. Tech goals close to my preference
