Sorry, but nations.ruleset is not enough fun for me.
I have a little patch making polish cityset more addequant

Gniezno was capital of .pl X-XI century, Krakow XII-XVII,
Warszawa XVII+, so they have to be at start of cityset in
this order. Lodz is industrial XIX-century city and shouldnt
be at 2nd pos.
