What went wrong with just

  configure --with-xaw3d

?

Can you mail config.log to me?

Um, Linux, I suppose?  Which version/distribution?
I haven't had any problem compiling Freeciv in a year on Linux.
Are you sure you have Xaw3d?  (Which I don't.)
