You can snag the current code from http://software.complete.org/freeciv/.
At the moment, the code is functional but it needs to be reorganized to have
a better structure, so is not necessarily something good to learn from at
the moment :-)

that I think will give you a rough idea. Feel free to ask if you've got
more specific questions. You can also download the code and give it a try
for yourself!
