Hi,

I was playing freeciv v2.0.8 under Windows XP, and I noticed
that when I perform the following actions:
- select to start a single player game
- select normal difficulty in the GUI
- begin the game play
- save the game
- quit freeciv
- load freeciv
- load the previously saved game

the following results:
- the computer AI's are all shown to be set to novice difficulty
even though normal difficulty was initially selected


I also noticed that when I perform the following actions:
- select to start a single player game
- select normal difficulty in the GUI
- begin the game play
- select "save settings"       <---- (added step)
- save the game
- quit freeciv
- load freeciv
- load the previously saved game

the following results:
- the computer AI's are all now correctly shown to be set to
normal difficulty

So, it seems that unless I select "save settings" when I'm
playing the game for the first time, the saved games won't
contain the correct AI difficulty settings. Is this a known bug?
Is there an immediate fix for it other than remembering to use
the "save settings" command after creating each game?
