reduce the total spam volume to the list moderator.

Archives of removed lists are still in place (except for freeciv-cvs). The
archives for freeciv-data have been found and restored, too.

Messages to the ai queue in RT are still sent to freeciv-ai. BTW, the
client-ftwl queue could need a CC to freeciv-dev, too.
