[Freeciv-Dev] Mailing list changes

The mailing lists freeciv, freeciv-ai and freeciv-cvs have been removed. 
Player discussion has moved on to the web forum, AI development is no 
longer overcrowding discussion on the main development list, and commits 
are now reported on the gna.org mailing list with the same name.
Email from non-subscribers to freeciv-i18n and freeciv-announce are no 
longer bounced to the list moderator, but back to sender, in order to 
reduce the total spam volume to the list moderator.
Archives of removed lists are still in place (except for freeciv-cvs). The 
archives for freeciv-data have been found and restored, too.
