[Freeciv-Dev] (PR#18799) Wishlist: simplify natural city names

I propose a simplification of the 'natural city name' feature. In it's
current form, it only encourages overuse.

Therefore I suggest we cut down the possible alternatives to:

ocean (next to ocean)
river (on river)
highland (on hills or mountains)
lowland (on any other terrain)

Plus allow only one per city.
