 Nuclear class should be removed (merged to missile). Unlike other air
units, missiles can be transported by MissileCarrier (#18347)

 "Native" here means that unit can exist without transport. Unit speed
regardless of terrain is completely different matter
(!UCF_TERRAIN_SPEED). It is possible to create low flying aircraft
that cannot pass mountains.
