[Freeciv-Dev] (PR#15803) civclient -m and --meta have no effect

after the metaserver at freeciv.org is down since a day, i started to write my 
own metaserver, because i couldn't find another one in the sources.
however, the clients don't want to connect to it. when specifying another 
metaserver with -m oder --meta, civclient still tries to connect to 
meta.freeciv.org:80.
the metaserver i wrote is at http://www.exists.de/freeciv/metaserver.php
of course it's not tested.
