This is a fonts problem.  Freeciv comes with its own fonts:

./data/fonts/VeraBd.ttf
./data/fonts/Vera.ttf

which I guess don't have symbols for those characters.  The solution is 
to include better fonts or to find a way to hook into system fonts (not 
idea how this would be done with SDL).
