[Freeciv-Dev] (PR#15015) can't change leader name

If you pick a nation and leader, then decide to change your leader, 
you'll open the nation dialog, pick the same nation, and choose a 
different leader.

But if you do that, nothing happens.  To actually change leader you have 
to change nations and then change nations back.
