Here's another batch of improvements to nation rulesets.

Mainly expanding comments and clarifications of nations I contributed 
myself, plus a few corrections. Also notably, reverting to the previous 
form of Roman leader list - while keeping the Latin spellings - and 
adding comments instead to avoid ambiguity.
