"Ghost settlers" is one of the ghost unit bugs.
A ghost settler appear when a newly founded city size 1 gets razed -
this has at several occations been the case for me at least. It does
not move or found a new city and any unit can stack with it (and it
even shows up in the unit selection dialog.) The goto command tries to
avoid it's zoc, even though it hasn't one.
It's gone after 'take'ing another player or after a reload but
otherwise linger on for millennia.
