Possible, when you have many units sent out to war, but communism isn't
available.

I like tyrant or dictator more. It fits better to a bigger civ, where, as
the help text states

| Under Despotism, you are the absolute ruler of your people.  Your control
| over your citizens is maintained largely by martial law.
