This is an excess of the goto bug (reported), that if the target tile bears an 
enemy
unit to be attacked, the route is computed to the tile itself, not to a tile
next to it (+1 MP for the attack itself).

In this case, a tank with 3 MP goes 3 tiles instead of 1, before it attacks,
voiding 1 complete turn.
