[Freeciv-Dev] (PR#13665) A drastic revamp of the Sioux nation

Hi again! Here goes one more of my nation works. This time, the victim 
is the Sioux nation.

- Leader names are replaced with their native "Indian" words, rather 
than English translations.
- City names are now names of individual Sioux tribes, as opposed to 
names of US-Indian battles in the old version.
- Also added legend and a second civilwar_nations.

I'm researching other North American "Medeival" nations. Great for 
populating a nice North American scenario. :-)
