[Freeciv-Dev] (PR#13439) Unexplored terrain visible after crash restore

Windoze 2.02 version crashes. When I tried restore from autosaved game
the whole map was visible which ruined the game needless to say. I had
fog of war turned off (as it was early stages when settling new lands is
more important), perhaps there's a connection. Sorry no savegame or data
(deleted it and started again but it crashed too).
