I think allied stacking outside of cities and ferries should stay,
although you might change the rules to make the stack checks return
earlier:
e.g. allow attacking any stack with at least one unallied unit
found(after all it is their problem if they are allied to the enemy
:-P ).
Without stacking, there is not as much of a feeling of being allied;
even a few workers could stop you from sending reinforcements. Also,
you need to ignore allied ZOC.
So:
- allow stacking, unless:
- target tile is not an allied city
maybe: - if we are a transport, and the target tile is no allied transport
(This would avoid problems with ferrying the wrong passengers for sure)
Regarding the fortresses, I have a feeling that eventually it might be
best to treat fortresses as cities without population, not as terrain
improvements. This allows extending borders with a fortress without
changing the borders code and maybe even in the future to have
fortress improvements. A newly built fortress would have a wall city
improvement, maybe.
