Here's the version of the patch I'm committing to CVS.  The other
version should still apply to S2_0.  I'm committing to both branches.

I have a suspicion that it might be the way I'm accessing the tech name
strings that's causing the crash, and win32 is simply not giving me a
suitable stack dump.  We'll see if it gets fixed in 2.0.2 or 2.1.
