Now I saw this bug again. This time it had nothing to do with CMA. This is
what happens: My opponent incites a revolt in a city and I do not have any
other units nearby, so the city gets fogged immediately and the flag of
the city doesn't change. When I attack the city, the flag of the city
changes (client updates the city).
So, this is some kind of update problem, probably related to
fog of war stuff.
