1) Because the original owner may not want them.
2) Because getting 'real' units may be too powerful. I only want barbs
   to do raids, not occupations. Such units in the hands of a skilled
   human player may be seriously annoying, while in the hands of a
   deliberately stupified AI, may not be.
3) Getting game benefits that are not the result of your own actions is
   generally bad, IMHO.
