Now I've been thinking.

A penalty on reputation means:
 - a penalty on relationship to AI
 - a small chance of revolution when declaring war

We can easily replicate the first penalty effect by lowering 'AI love'
towards you when you do actions that would normally reduce reputation.
This would be quite natural (distrust).

The latter is not a big deal, I think. However, we can work a penalty into
the proposed barbarian framework suggested in PR#12968 for breaking
treaties, to add a penalty which is not only relevant for AIs.

So I want to continue with this ticket, and remove reputation.
